Information Technology

Information Technology Support Services (ITSS) for the National Labor Relations Board (NLRB)

Program and Project Management: Puyenpa provided project leadership and communications with stakeholders; project planning and scheduling; project management, including performance monitoring and measurement; reporting and documentation associated with project/program objectives; stakeholder briefings, participation in required meetings, and related project support services; governance and strategy development and implementation; performance measure development, analysis, reporting; policy and procedures development to support new and revised processes; facilitation, simulation, and training services; and communications and change management support.

IT Operations and Maintenance: Scope of work includes maintenance of IT systems, including all software and hardware associated with client/server, web-based applications, cloud services and networking, keeping IT systems viable with supported vendor releases or off-the-shelf applications software upgrades. Operations and maintenance on IT systems.

Architecture & Engineering of systems to mitigate the risk of mission failures; to improve data security and disaster recovery capabilities; reduce unnecessarily high operating costs required today to sustain systems software; improve user experiences and prepare the systems for future commercial and government cloud migrations when directed. 

Software Development & Systems Integration: Design, develop, configure and implement customized software applications, databases, and other solutions that are: a) not available in off-the-shelf modular software applications; b) commercial off-the-shelf (COTS) applications; or c) government provided shared service applications or government off-the-shelf (GOTS) applications.

Data Operations Support Services for the US Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration (PHMSA)

Data Collection and Analysis: Puyenpa entered data and performed quality checks for enterprise data sets (e.g. registration, incident, permits, approvals, inspection, enforcement) and entered form data (e.g., Form 5800.1 incident reports, registration, approval applications) from regulated community into PHMSA-approved system; conducted quality reviews to ensure accuracy and completion of industry reporting in accordance with 49 CFR or established business rules; conduct open source research, as requested.

Data Management Improvements: Puyenpa researched, evaluated and recommended improvements to efficiency of manually intensive data collection, quality assurance, and reporting processes; developed, tested, and implemented efficiency improvements to augment or automate manually intensive processes for data collection, quality assurance, and reporting; leveraged additional datasets and support integration with PHMSA enterprise data sets and identified and migrate new data sets and support integration with existing PHMSA enterprise data sets; augmented and replaced static deliverables with self-service reports and interactive dashboards.

Application and Project Management Support Services for the US Department of the Interior (DOI) Bureau of Trust Fund Administration (BTFA)

Puyenpa provides application and project management support services for the ProTrac System which is a probate case management tracking system that was a direct result of the DOI’s response to the Cobell litigation and its support of the DOI’s overall Indian Trust Reform endeavor. We work with geographically dispersed teams of data analysts, IT admins, DBAs and software developers for the operation and maintenance of an integrated COTS software system (ProTrac) to manage, track and report the Indian Probate activities.

We perform business analysis to accurately define business requirements; create business process diagrams; perform requirements analysis; lead business and system requirement meetings with stake holders; perform business process development and enhancements; perform system analysis, design, development, and implementation; perform hands-on work with various software development and reporting tools such as Oracle RDBMS, SQL Developer, Business Objects Enterprise System, and Crystal Reports; perform system change management activities according to DOI’s change management / approval processes; develop UAT test plans and scripts, facilitate and conduct formal UAT by field users and prepare test reports and test metrics ; develop implementation plans, implementation task lists and facilitate production cutover and migration according to project plans and schedules.

Enterprise IT

Horizontal Voice and Data Cabling for Raven Rock Mountain Complex (RRMC)

Puyenpa Services, LLC provided full MEP design and build services for the Horizontal Voice and Data Cabling project located at Raven Rock Mountain Complex (RRMC). The existing telecommunications networks and infrastructure was beyond its serviceable life; therefore, RRMC required new and upgraded horizontal and backbone cable distribution infrastructure and the subsequent replacement of all IT networks, telephone, CATV/CCTV and all other telecommunication system-cabling (all Open Systems Interconnection (OSI) Layer 1) present within the facility. Puyenpa provided a design to upgrade the backbone support structure, cable and cable management from the existing telecommunications rooms (TRs) to the equipment rooms (ERs). The project also included the design of all horizontal cabling and cable support structures (cable tray, j-hooks etc.) from all work area outlets (WAOs) to the IT services through the TRs to the ERs, inclusive of all patch panels, horizontal cables, connectors, faceplates, support structure, and management, fiber and copper jumpers, to existing switches in the TRs. Additionally, design/build services are provided for all Audio/Visual systems within the Network Operations Center.  This project ensured the provisioning of a comprehensive and integrated design using recently constructed TRs within the facility, required hazardous materials abatement and significant drywall and paint work. Puyenpa also included distribution support for a variety of network systems and technologies while also ensuring the proper application of cabling and termination support for multiple technologies.

Command and Control Project at Beale AFB:

Air Combat Command’s mission is to support global implementation of national security strategy. ACC operates fighter, bomber, reconnaissance, battle-management, and electronic-combat aircraft. It also provides command, control, communications and intelligence systems, and conducts global information operations.

Puyenpa was responsible for providing the Air Combat Command with the Command Control Communications design, equipment specifications, equipment layout, network connectivity, integration and training. Puyenpa furnished all materials, labor, equipment, facilities and transportation necessary to construct secure Audio Visual (AV) Systems in strict accordance with this design. The basis of Design was modeled on the Everts solution set commonly used in industry. The totality of the design and integrated solution include and cover Operations AV System, Non-Operations AV System and Training.

The Department of Health and Human Services (HHS) Office of Inspector General (OIG) - Physical Security Installation Services:

HHS OIG is establishing a new Physical Security program that will secure OIG leased and federally owned facilities nationwide. OIG maintains office locations in Washington, DC (headquarters), as well as over 80 Field Offices and Regional Offices located in 10 Regions across the United States. The intent of this contract is to install a FICAM compliant Enterprise Physical Access Control System (EPACS) at all sites by the end of FY2024. This will be accomplished by completing approximately 20 sites per year including site surveys, designs, and installations.

Puyenpa is responsible for providing the design, implement, operate, support, and maintain a sustainable nationwide physical access control system (EPACS) comprised of a 1) access control system (ACS), 2) intrusion detection system (IDS), 3) internet protocol video surveillance system (IPVSS). Services include, program management; project management; facilities and IT infrastructure assessments; as-is architecture discovery and functional requirements discovery; site surveys; technology studies and analysis; design and installation of new, upgrade, replacement or retrofit systems; and Pre-Installation Testing and Check-Out (PITCO); master design and work plan documents; other planning processes and documentation; coordination; procurement; implementation of work plans; testing & commissioning; end user training; as-built documentation and project close out.

United States Space Command (USSC) - C4I Multiple Facility Installation Support:

The USSC is building and or retrofitting multiple Facilities in the Colorado Springs, CO area. NIWC Pacific has accepted tasking to design, procure, integrate, and install C4I/IT systems into these Facilities. The design vision is to build state of the art facilities with the flexibility to support operations.

Puyenpa is responsible for providing Command, Control, Communications, Computers and Intelligence (C4I)/Information Technology (IT) electronic systems equipment, infrastructure, engineering, design, installation, and Supply and Warehouse support to Naval Information Warfare Center Pacific (NIWC Pacific) during design, installation, configuration, and transition to operations of the IT infrastructure for multiple facilities throughout the period of performance. Services include design, installation, termination, test and documentation of desktop devices, peripherals, IT cable plant, rack, power distribution units (PDU) and incident to the installation of C4I/IT electronic systems, and installation of C4I/IT electronic systems equipment as assigned and in accordance with government installation design plans (IDP), the NIWC Pacific Shore Installation Process Handbook (SIPH). Electrical modification and installations are also required to provide power to equipment and work areas.

Defense

USSOUTHCOM – J2 Security Services Support – Doral, FL

Puyenpa Services, LLC exercised the expertise, capability, and resources to effectively manage and oversee a sufficient, stable, and qualified workforce; and the resources to furnish all the following support services using a cost-effective approach that enhances USSOUTHCOM’s ability to achieve its national defense mission. Puyenpa provided Physical Security Hardware support that was responsible for ESS & CCTV network testing, preventative maintenance and maximizing the operational capability of all security systems.

Puyenpa also provided operational, technical and process Subject Matter Expertise in direct support of J2 SOUTHCOM ESS and information system ATO package, to include development and analysis of required policies and other deliverables as required throughout the Risk Management Framework (RMF) lifecycle. PSL assisted in ensuring successful package creation and assessment leading to “Authorization to Operate (ATO)” for systems or software applications.

Puyenpa leveraged Information Technology & Systems expertise that provided daily monitoring, analysis & continuous reporting of process and technology while maintaining uninterrupted protection of classified information. Hardware and network infrastructure integration was also provided to maintain successfully USSOUTHCOM operations.

DHS/Customer Border Protection (CBP) Data Analysis Center Threat Evaluation & Reduction (DAC-TER)

Our team of Scientist/Physicist, Developers, Cloud and Web professionals provide the design, configuration, implementation, and maintenance of the sensors and hardware that are required to support the Customs and Border Protection/OFO/CCS/NIID/Data Analysis Center-Threat Evaluation and Reduction (DAC-TER) Branch, an organization within CBP Office of Field Operations performing data ingestion and analysis on various ISR platforms and CBP sensors. PSL provides subject matter experts (SMEs) from various specialties to support the above defined objectives in the fields of statistics, advance software development, database architects, Information System Security Officer(s) (ISSO)/cyber security, physics, analytics, data analysis, statistics, and deploying software and applications. 

Multi-year contract in which PSL services and support provided include operation/threat assessments, improvement of system architecture and services, and continuous development, deployment, and improvement of detection and analysis tools. Software development and delivery utilizing continuous integration/continuous delivery (CI/CD) within Risk Management Framework (RMF) methodology to ensure NIST and FIPS 140-1 security compliance.

Construction

First Floor Headhouse HVAC Renovation at the BEP

Puyenpa was awarded a project by the Bureau of Engraving and Printing (BEP) to renovate the First Floor Headhouse of the Main building. The work involved replacing the four (4) mechanical units that are over 30 years old, including removing the lead-based paint and then demolishing the existing architectural, structural, electrical. mechanical systems and replacing these disciplines with entirely new systems. Puyenpa was required to provide noise and dust protection since the final phase took place while the building remained open for business.

Repurpose Emergency Room B36000 tor SRP Operations at Ft. Hood, Texas

Puyenpa was contracted by the Department of the Army to renovate and reconfigure the areas of the Emergency Room in building 36000 to serve, as administrative space for the Soldier Readiness Processing (SRP) organization. The job included, demolition and construction of walls, door and hardware maintenance and installation, demolition and installation of new finishes, removal of furniture, and various electrical/plumbing/fire suppression elements to support the floor-plan changes. The job was performed in an occupied hospital space so all lead and asbestos remediation and abatement rules and regulations were strictly enforced. 

Columbia Plaza Garage North Additional Concrete Repairs

Puyenpa was contracted by the General Services Administration to repair 5,000 square feet and 3,100 linear feet of concrete in the North Parking Garage of the Columbia Plaza Federal Building in Washington, D.C. The structural concrete in the parking garage and loading dock deteriorated, primarily due to corroding reinforced steel. We were also asked to remove and restore any pipe supports or drains and restore any existing electrical, mechanical, or fire alarm components that were found to be. in need of relocation or upgrading. Since it was an occupied space, all necessary noise and dust precautions were taken to minimize disruption to ongoing building activities.

Phase III: Display Lighting at the National Museum of the Marine Corps (NMMC)

Puyenpa was contracted by NAVFAC to complete the third and final phase of the Display Lighting at National Museum of the Marine Corps (NMMC) in Quantico, VA. We installed the display lighting for the gallery exhibits, fixtures, light grid pipe and support system, power circuits, control systems and components in the Exhibit and Sports Galleries. The Facility Engineering Acquisition Division (FEAD) chose the 160-day schedule option, in order to reduce the down-time for that portion of the museum. Puyenpa provided noise and dust protection since the final phase took place while the museum remained open to the public. 

SATOC for Road Striping, Asphalt Repair/Maintenance, Guard Rail Repair/Maintenance

Puyenpa was awarded an IDIQ the National Park Service to perform pavement marking and striping, curb painting, replace delineators, rumble strips, flushed/raised pavement markers and provide necessary temporary traffic control as well as repair the Corten “W” Steel beam guardrails and corresponding hardware. Puyenpa is also required to perform all snow removal for the National Parks and Parkways in the DMV and provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to fulfill the obligations of the IDIQ. 

Consulting

Naval Sea Systems Command - NSWC Corona

The Puyenpa Services Consulting unit was responsible for providing infrastructure support services for the NSWC Corona project. 

The primary offerings included the following:

Facilities Support – The Contractor provided facilities support to include operations and maintenance service requests, minor project, space management, moved services, engineering analysis, conceptual design and drafting services. The Contractor provided all vehicles, tools, equipment, means of transportation necessary to perform task specified.Any deviation from any standard operating procedure obtained Government approval.

Operations Support – The Contractor provided operation support to include data collection, management, analysis, visualization andarchiving in support of all branches within Code 102. Contractor will require access to classified spaces in performance of this task.

Safety & Occupational Health (SOH) Program Support

The Department Health and Human Services (HHS), Office of Inspector General (OIG), Office of Management and Policy (OMP), Acquisition Division (AD)

The Puyenpa Services Consulting unit was responsible for providing Procurement Analyst Support Services for the HHS OIG project. 

The Procurement Analyst Support Services included supported the Acquisition Division by coordinating, analyzing, advising, and evaluating procurement programs, and assisting in developing policies and procedures.

Department of Labor (DOL) Veterans Employment and Training Service (VETS) Transition Assistance Program (TAP)

The Puyenpa Services Consulting unit served as a subcontractor to Serco Group Plc for the DOL VETS TAP project.

The Department of Labor (DOL), Veterans’ Employment and Training Service (VETS) program received contractor services for the support of the Transition Assistance Program (TAP). VETS obtained support with advancing the ongoing implementation; sustainment, and enhancement of DOL’s responsibilities in TAP; ensured Service Members and their families have the necessary career tools and information to seamlessly transition into the civilian workforce.
